Myrtle Beach Advances $150 Million Wave Park Project

The future is looking bright for the East Coast’s next wave pool project. Ten months ago, WavePoolMag reported that plans for the surf resort at Broadway at the Beach in Myrtle Beach, South Carolina, had resumed after a lengthy lull. At that time, Twin Point Capital, Highgate and South Street Partners announced a joint venture with real estate investment trust Burroughs & Chapin to develop the project. And just this week, council approved an new incentive package.

According to Myrtle Beach News, the City Council voted 6-1 on Sept. 8 to give first-reading approval to an incentive package for a proposed $150 million wave park and hotel at Broadway at the Beach. The project, identified by the city as Project WGMB, or Wave Garden Myrtle Beach, includes a 5.5-acre wave lagoon, at least 20,000 square feet of food, beverage and retail space, additional hospitality space and a hotel with at least 150 rooms.

The development is planned for the former Palace Theatre site at 21st Avenue North and U.S. 17 Bypass. The theater was demolished in 2017. Under the proposed agreement, the developer would be required to invest at least $150 million. The city’s incentive would be capped at $20 million.

Assistant City Manager Josh Kay told reporter David Hucks that the incentive could take the form of a special source revenue credit, reducing the company’s property taxes over time, or a special source revenue bond if the developer sought the money sooner. No incentive would be paid until construction is at least 80% complete. Kay estimated that would require about $120 million to $125 million in private investment before the city provides its incentive.

The project was originally developed by American Surf Parks under the Surfworks name. Twin Point Capital, Highgate and South Street Partners announced a new joint venture in November 2025 to develop the Broadway at the Beach surf resort with property owner Burroughs & Chapin.

The project first appeared on the WavePoolMag Map in 2020 during the height of COVID. At the time, American Surfworks said they would be using Wavegarden technology and that construction was expected to begin soon, with possible completion in 2021. The Myrtle Beach Planning Commission unanimously supported rezoning the 28-acre Broadway at the Beach site in January 2026. The project’s new projected opening date is now March 1, 2030.
